Neighbourhood Planning is a way for communities to take a proactive approach to deciding the future of the places where they live and work. Communities can use their Neighbourhood Plan to inform the development and use of land and to make other improvements to their neighbourhood, including the development of homes and infrastructure, environmental matters and health and well-being. A Neighbourhood Plan helps set out a community’s vision for their area over ten, fifteen, twenty years. Unlike a Parish Plan, once agreed the Neighbourhood Plan has the same legal status as the Local Plan so, decisions on planning applications must take the Neighbourhood Plan into consideration. Communities can put in place planning policies that will help deliver that vision or grant planning permission for the development they want to see.
At its meetings on 7th February and 7th March 2017, the Parish Council resolved to proceed with developing a Condover Parish Neighbourhood Plan. Work is in the very early stages and there are discussions to be held with Shropshire Council. Updates, progress reports and details of how to get involved will be regularly posted on these pages.
Shropshire Council has given notice that an application under Regulation 5 of the Neighbourhood Planning Regulations has been received from Condover Parish Council for Shropshire Council to designate the area comprising the civil parish of Condover as a “neighbourhood area” within the meaning of section 61 G of the 1990 Act (see explanatory note below).

This consultation ends on 12th June 2017.
Following the Introduction of the Localism Act 2011, the purpose of designating a neighbourhood area is for a neighbourhood plan to then be prepared for that area. Condover Parish Council is in the earliest stages of considering a neighbourhood plan, and this application seeks now to formalise the process.
Under the emerging revised Shropshire Local Plan, Dorrington is the only Development Hub within the Parish. The minimum number of new homes required in Dorrington has been set by Shropshire Council at 69 new homes, in addition to those already in the planning process or approved but not yet built.
An independent assessment and evaluation was undertaken on behalf of the Parish Council of all the sites put forward for new housing in Dorrington.
As it is the development hub for the Parish, the Neighbourhood Plan must consider the needs of the whole Parish, not just Dorrington.
The Parish Council considered the site evaluations and selected three preferred sites for development, based on accessibility and suitability, and taking account of the overall ‘shape’ of the village.
The Parish Council held a consultation evening on 2nd December 2019 to display the preferred sites and explain why they had been selected.

The Parish Council had an independent Housing Needs Assessment carried out. This looked at the current supply of housing in the Parish and at the existing and future housing needs, and from this put forward recommendations about the size and type of homes required.
